1) We are a non-governmental organization and we implement a project financed from Structural Funds (ESF). Can we use financial means from our current international project implemented within Leonardo da Vinci programme for co-financing of the project? Answer: Unfortunately no. Both projects are financed through European programmes (ESF and Leonardo da Vinci). It is not possible to use resources from one “European” project for another “European” project as co-financing. These resources should be different from EU programmes.
2) Where can we find complex information about Calls for Proposals? Searching through web sites of single ministries is too difficult and it takes a long time. As a small municipality we do not have any experience with EU funds drawing. Answer: All Calls for Proposals should be published on the portal of www.nsrr.sk. It is an official portal for functioning of structural funds in Slovakia in the period of 2007-2013.
3) We are preparing a project with international partners. Do we have to sign contracts on cooperation before filing the project to Brussels? Answer: Basically, European programmes that finance international projects do not require contract, just expression of approval from partner institution confirming that it will be involved in the project. It refers to a short, 1-page document signed by partner´s authorised person (in English it is called LETTER OF INTENT). Contracts concluded with partners are usually required after project approval. 4) Horizontal priority Marginalized Roma Communities (MRC) has been mentioned very often. We are a municipality and how shall I know how to express ourselves to this issue when filling out the project file? Answer: Normally, Atlas of Roma Communities is usually published in Call for Proposals. Here you can find a piece of information about the fact whether there are MRCs in your municipality and in what form and number. When filling out the part Horizontal priority MRC, proceed pursuant to these data. You can also refer to Plenipotentiary´s Office of the Slovak Government for Roma Communities where you will be given a detailed explanation related to complex approach to solution of marginalized Roma communities issue. 5) What is NUTS? Aswer: It is a methodology created by the Statistical Office of the European Union for assessment and evaluation of regions´ needs as well as for determination of appropriateness of single tools of the EU regional policy for specific regions. NUTS methodology is used for statistical monitoring and analysing of social and economic situation in regions of the community. Based on NUTS system regions are divided into 5 categories (NUTS I - Slovakia, NUTS II – Bratislava region, western Slovakia, central Slovakia, eastern Slovakia, NUTS III – regions of Slovakia, NUTS IV – districts of Slovakia, NUTS V – municipalities of Slovakia).
